Records consist primarily of correspondence and includes memoranda, cables, reports, press releases, minutes, and working papers concerning the organization and administration of the United Nations Commission for Indonesia (UNCI) and the Committee of Good Offices, 1947-1951; the Central Joint Board, 1949-1951; the Military Executive Board, which directed military observers in Indonesia, 1948-1951; and miscellaneous other subjects relating to UNCI's work in helping to implement the establishment of an independent state of Indonesia. Of note are reports to the Secretary-General of the United Nations, 1947-1951; reports of the Committee of Good Offices, 1948; statements and correspondence from the Indonesian and Netherlands delegations, 1947-1951; files on incidents; and copies of the Benkulen Agreement, 1949, which had to do with the evacuation of Dutch forces from Indonesia.

In 1945, four individuals who had worked on the Manhattan project-John L. Balderston, Jr., Dieter M. Gruen, W.J. McLean, and David B. Wehmeyer-formed a committee and wrote a letter to 154 public figures asking for their opinions about the possibility of the creation of a world government.
